    • What is a TABOR "spending limit" and how is it related to what the state actually spends?
    • According to the article, what does Amendment 23 have to do with Referendum C?
    • Scaling the problem: Suppose you worked for a company with a TABOR-like spending limit on your income that required you to return to your employer any amounts you earned over the limit. The limit is determined by taking the lesser of
      1. your previous year income plus 3%
      2. your previous year spending plus 3%.
      Suppose your spending limit was $25,000 in 2003 but your total earnings were only $23,500 in 2003. What would your spending limit be for 2004? What would happen if you earned $30,000 in 2004?
